Powell Place Emergency Shelter for Women opened in 1977 and was the first women only shelter in downtown Vancouver. With the expansion and renovations, the facility was able to double its occupancy from having 26 beds to 52. Three new studio apartments were also added on the ground floor. The scope of work also included a new entrance, a commercial kitchen and an elevator was installed. There was also envelope remediation and the roof was replaced.
